Stop misusing PWD funds — Pokuah Sawyerr warns MMDCEs

The Chairperson of the Parliamentary Select Committee on Local Government and Rural Development, Maame Queenstar Pokuah Sawyerr, has warned to Metropolitan, Municipal and District Chief Executives (MMDCEs) across the country to stop misappropriating funds meant for Persons With Disabilities (PWDs) under the District Assemblies Common Fund (DACF).

Under the DACF Act, three percent (3%) of the total allocation to each District Assembly is reserved for the PWD Fund, aimed at improving the lives of people with disabilities through livelihood empowerment, education, healthcare, and capacity development initiatives.

Madam Sawyerr noted that the 2023 and 2024 audit reports have exposed persistent irregularities in the management of these funds, including diversion and outright misuse in some assemblies. She made the observation when the Committee reviewed the annual statements of MMDCEs from the Northern, North East and selected Eastern Region assemblies, who failed to appear before Parliament on Thursday, October 9, 2025.

“Actions will be taken against those assemblies who dipped their hands into the PWD funds,” she warned, emphasising the need for transparency and accountability in the handling of public resources.

Despite these concerns, the Committee also commended a number of MMDCEs for demonstrating exemplary leadership and adhering to the Committee’s mandate and the vision of the President.

The Committee is expected to continue its public sittings with assemblies from the Savanna, Upper West and Eastern Regions on Friday, October 10, 2025.
